Yea someone brought that up within the first 10 or so pages, I think he and you are likely right.

The symbol doesn't really represent "on". It's initially supposed to mean "standby" (the line would be inside a closed circle if it were "on"), which could mean "A next Metal Gear is standby / standing by".

I'm not really in the know on how Kojima's mind games work. Are the answers usually visual, linguistic, or mathematical?

EG: Are we looking at a visual puzzle, or a mathematical puzzle involving the ! and i?

So um...has anyone bothered to email Konami yet about when we'll get clarification on this?

IGN emailed them but I doubt they got a response from Konami.
