16 is perfection. The percentage of girls who go through puberty before and after that are in the low, and socially at least 16 y/os can start work. The ones that aren't mature or "ready" also don't have to.

I think his particular wording refrences a particular dragon character in Fire Emblem: Awakening, (Nowi, she specifically states she's over 1000 after people keep calling her a child), but this kind of thing is pretty common in many games/anime like that.

That's correct. For instance Hawaii is 16, but only 14 if the other person is less than five years older.

I can't believe I'm answering this but basically it's because the age of majority is 18+ pretty much worldwide. That's what determines what is child pornography and what isn't.
You might want to read up on the U.N. Convention on the Rights of the Child.

Women reach physical maturity around 16. Men reach physical maturity around 18. They known this for a while and many of the laws about consent were put into places.
Now the issues to this arise from the fact that we reach sexual maturity around 12-13(When we become sexually activate) and emotionally maturity won't happen till to many years after we physically mature. Women also mature faster than men as shown hence the age difference in most relationships.

It is stupid. If you're considered an adult, you should be allowed to drink alcohol. Then again, I've been told you must be 25 to rent a car.

I think the age got lowered to 16 in New Mexico, at least that's what two homeland security investigators told me and my boyfriend when they talked to us after my boyfriend's parents called them saying I was "a pedophile and a threat to their son". (Boyfriend was 17, I was 21, we both consented to our relationship and we both understood the laws regarding sex).
And before others might do the same, I did my best to make sure our relationship abide to the laws of New Mexico because I genuinely love him and can wait. He was only 16 when we started dating.
