Maybe people target you because of your non-threatening stature... I but yeah there is a lot wrong in this world. Obviously not everyone is that way, but it takes a few to ruin for someone else.

People suggesting weapons - no. Just no. Unless you've got some balls and are prepared to use it, that shit can easily backfire. They could either take it from you, or they might have a knife or something of their own they grab. Terrible, terrible idea.
Those suggesting martial arts/boxing/whatever - maybe. I dunno, that sort of thing takes time. You're certainly not going to learn anything terribly useful in a year if you aren't a pretty confident fighter already. I remember being in school and seeing some wimpier kid whip out some karate stance only to get the tar beat out of them. Its something worth doing if you're interested but otherwise a possible waste of time.
Working out and lifting weights could help you not look quite so wimpy, so less of a target. But its not gonna make that big a difference. You're still short and living in Canada you probably dont walk around in a t-shirt that shows off your size most of the year.
Its a difficult position and I think avoidance is the best option. Like I said, get a bike and ride that around instead of walking. Its very hard to mug somebody on a bike. Not impossible, but people look for easy targets. Somebody on a bike isn't an easy target in most cases. Apart from moving or just never leaving the house, it seems like the best solution.
I'm assuming you dont have a car, as driving around would be the even more obvious solution.

Install some phone tracking app on your phone, so if your phone is ever stolen again, you can at least track the idiots to their home. Of course, don't do anything stupid. Not sure how moronic the parents are, but you could at least try talking to them? Anything is better then continuing to get targeted and feeling helpless
Yeah I am not one for violence... But you need to teach these punks a lesson with a nice taser or baton. You have any family or friends who could have your back?
Look, I'm not totally against 'teaching somebody a lesson' if its really warranted. But when you're 5'5" and 110lbs, you probably want to find a different tactic. Those family and friends wont always be around.

Yes, by the time they get there it will be too late to catch them, but they should take down what happened and if they get enough complaints, they might start sending patrol cars down that way.

Well I don't condone violence generally. but you been targeted four times in a year, and people are mugging, beating you and trying to run you off the road. That's serious and it means they won't stop. And ya a bike is still in danger from a brick or a pipe.
Nobody is ever safe no matter who you are. Its about reducing your odds of being victimized.
Somebody on a bike:
1) is much harder to assess from a size perspective
2) is moving quickly and not an easy target
This should be enough for most cases, I think. Bullies dont tend to go out of their way for these things.

OP, sounds like you just live in a terrible area, or walk through some pretty terrible streets. It's a terrible concession to have to make, but trying to avoid staying out at night, or walking with a burly friend (despite you mentioning you and a friend being mugged by those six guys) could help a little.
And eeeeeeeeeeeeeeh, it's not a great solution, but if you have a car that'll at least be a little metal bubble of protection as you speed through a shady area.
If there's a legitimate reason to move to a better neighborhood, you should definitely jump on it. And wear whatever jeans you want, unless they say "I am carrying lots of money" on the side.

One time me and my friends had a dead seagull in the trunk of one of our cars for around 10 months. It's neck was broken somehow and we found it on the side of the road. I took it out and tried to touch people from high school with it, including cheerleaders. I also rubbed lotion into its fur and kissed it's lotion covered beak in front of cheerleaders.

Everything you're saying is ringing bells in my head, meaning I think I know exactly what you're dealing with, which is straight up small town hick types in their late teens, early 20s who go out riding with friends in their trucks. They see a dude walking along the road and they feel they HAVE to say or do something. It's what they do. It's cool to be them and it's even cooler when your friend says or does something completely fucking stupid and mean. These are guys that are jock types that you describe that I know perfectly well. These are the kind of people who see someone like yourself who is different. They see someone alone and vulnerable and because they're pricks, they take advantage of that.
I've never known how to deal with that type of neanderthal, but if you figure it out, then more power to ya. Even as an older man myself, I still deal with punks like that now and again, though not to the degree that you seem to be dealing with. Good luck.

Typically happens at night, so I'm sure there aren't people going around doing surveys at night asking "Sir, have you been mugged in the past 30 minutes?"

I'm a little guy, too (5'5, usually around 160ish) and I've never had anyone fuck with me. One guy once in high school, but he was on something and thought I made a disparaging remark to his girlfriend. Nothing to do with my size. I don't know how I've escaped it. I go everywhere with a hat, sun glasses, beard, and usually a hoodie. I think people think that I'm the sketchy looking one now. I feel like there has to be more to the story. Stop walking at night. Giving off a "meh, I don't give a fuck" attitude helps, but only if it is natural to you. Anytime someone called me names or picked on me at school, I just went with it. Why the fuck do I care if someone calls me a bitch? And after that happens once or twice, I guess it wasn't fun to call me names if I wasn't going to react positively or negatively.

Unfortunately, there's really not much to do in that situation. Only in movies does a guy 5'5" fight back and win against the bullies.
Some things in life aren't fair. I know we all want a moral victory(I just pressed b&c like 5 times before getting the v), but its probably not gonna happen here. Avoidance is really most realistic. Asking somebody to fight is easy to say, harder to do. You know what a fight is like against multiple people?

Someone mentioned following them back to their homes and telling their parents as a joke I think, but that'd really be a good idea, but call the cops on them instead. If that doesn't work, lust leaving notes on their doors late at night just to plant that seed of fear. He could go even further than that. If these idiots think they get to violate others' sense of security, then they deserve having theirs encroached upon.

Assuming that this is a legit thread (the most dangerous move on GAF), Seanspeed seems to be on the right track. Carrying a weapon will more than likely backfire. Learning to box could very well (over time) improve your confidence and how you carry yourself, but you can only fight so many dudes at once.
You want to use your mind, man. If you can't win them over to your side, you need to develop some alternate routes. Get some creep going. It will be kinda like being Batman.
