It doesn't just mean penis, it's pretty flexible for "genitals" or any kind of - like vagina. It's slang for ballsac as well. The entire name when read loosely translates to "genitals are heroic", or "Ballsac Hero" if you want, phonetically.

That costume design is atrocious, like it was designed by a low budget cosplayer. It has ZERO pockets. The pleated miniskirt is gonna be a terrible upskirt temptation to every horny artist unless those black lines just under it are supposed to represent booty shorts instead of shadows.

Plus the lower face mask means she is LITERALLY walking around "in disguise" looking EXACTLY like she does on a regular day of mask wearing in America (unless they just straight up avoided the mask thing in comics, I have no idea). Plus that looks terrible when drawn or in motion because you can't see her mouth and it is always the first thing they ditch in practice, while Batman can stroll around in the cowl all day long with no problem.

Also I might be wrong, but afaik the relation between the US and the Philippines weren't exactly always good. More like colonization to have their military bases and people like Marcos were pretty much US puppets.

So a Captain America inspired hero may be (to use their favorite word) "problematic" as well. Like getting a Captain America themed hero for Chile for example.
