Why do I sometimes see "Queue Jumpers Get Dumped." on the top of the page?

I just saw this myself, and a Google search for "Queue jumpers get dumped" only led me to the thread that I'm now bumping with this post.

I lost a big post I made once because I clicked preview and got that stupid message! There wasn't an apparent maneuver for me to retrieve the message, so I lost it and didn't feel like reposting. Annoying message really, and what queue jumpers? We are not waiting in line to post are we?
