Guys I think I have a partial fix, or at least my volume control is working properly now.
For about 5 seconds rapidly scroll your volume control up and down (Your screen will flash like mad but keep doing it, dont stop).
After 5 seconds are up stop scrolling the volume control and wait for all the beeping to stop and for the volume control dialogue to disappear. Now your volume control should work like normal (Mine did, even after restarting my PC a couple of times).
Let me know if it works for any of you.
Reasoning: I think this process causes windows to suspend whatever is causing the issue, if you check event viewer you can see a bunch of information notifications from the scrolling issue.

R9 290X GPU driver: 15.200.1062.1003
Realtek driver: 6.0.1.7535
Edit 2: The fix held for 5 restarts then I had to do it again.
