The bad thing about that is that some apps hide options behind a button on the lower label (when you swipe down-up, or click RMB). The worst offenders are those that use both an in-app button and the button on the Charm Bar for different settings. There's no consistency.
There are guidelines for that. But yeah, they are some terribad examples in the store... And i guess despite the guidelines Ms won't reject apps for not meeting them.
That's exactly my problem. I always check the app bar for settings. The charm bar is basically non-existent in my desktop use. It might be different on a tablet, since it's easier/quicker to access.
Win + C helps a little

Or if you want to go straight to settings, Win + I.
You will have to force yourself a lot to use those... But after a while becomes more natural...
