To save money, think about where in your body you get cold. Also, layers are important. Remember a reverse ONION. Thinnest on the inside, thickest in the outside. You also want to use high quality wool because it doesn't absorb moisture like cotton.
As for what I use in the cold, I have some wool hikers socks from Sam's Club, a Cintas jacket that they issue for airline employees, and a few other things. This stuff is what I wear on a lighter day.
Other times, I pull out the wool peacoat with multiple layers.
Look at Mammut, and other outdoors companies that provide high quality gear besides Northface.
Good outdoors clothing is an investment, so don't be afraid to get one really, really nice piece, as it will last a really long time, most likely.
