This is obviously just headcanon until the blog post goes up and we learn more, but this is how I'm envisioning Zeku.
1970s (explains the theme song and Lupin aesthetic) - a Bushinryu fighter in his twenties
present day - has developed "a new fighting style" in his sixties with curiously sword-like motions
2040s - now approximately 100 years old, he's continually refined his fighting style; Hiryu learned to handle his Cypher from Zeku's sword-like motions
Considering that the director wanted to include a reimagined character from Pirate Ship Higemaru in the base game, I wouldn't put it past Capcom to bridge the Street Fighter and Strider universes. Hiryu and Guy are Capcom's most prominent ninja characters, and Zeku would link them.
