I'm sure Forza has run on PCs for years (while they developed it), so unless there is a specific confirmation of a PC version I'm not expecting anything here...

Re all the support for older cards, I was just about to type something v similar to this:

sure, but it means a much shorter transition than before, when the amount of effort that went into coding for a flashy new API was hampered by adoption rates.

Microsoft seems to have this weird view I cannot understand that PC Gaming (which is predominately Windows based) is a direct competitor to it's own Xbox platform.
