Didn't we already see it flap in different time intervals at different speeds? That would indicate simple (primitive) mustache physics imo.

I think it really depends. The little flaps of hair on the back of Mario's neck seem as canned as say DK's curly do, but Peach's ponytail seems to react atleast.
