The specs can't be all that hefty if the minimum is 8 year old hardware right? Maybe not that extreme but even hardware a few years after last gen started was pretty capable no?
If its an upgraded HD version then yes it can. batman arkham origins is previous gen and PC only and look at the recommended PC requirement. The recommended requirements are not high end but they definitely won't run on a PC with hardware a few years after last gen started. and looking at R* previous ports( GTA IV, LA noire) i would not be surprised if it needs a extremely powerful rig to even run smoothly

max payne 3 had a pretty efficient port with a lot of extra bells and whistles, and considering it's more or less the same game engine (considering gtav asset lists were found in mp3) i expect a similar quality port

I'd be surprised if they just release this on PC and not PS4/XBone - due to the consoles being similar to PC. I don't doubt they will bring it to the new consoles and sell another 5+ million combined or more depending on release date.
if you want to run it at 720p with low settings and draw distance like the consoles i'm sure specs won't be that high
