Do "works just fine" and "not best quality tournament" really go together?

Yea why not. Sure having, say, Sweden and Ukraine rather than Honduras and Algeria would probably add to the overall quality of the tournament, but these mediocre teams regularly getting drowned with goals and every now and then pulling the upset of the century (like USA vs England in 1950, North Korea vs Italy in 1966) is part of the charm of the World Cup. As opposed to the Euro where pretty much everyone has an actual shot at winning the whole thing.
