They're published by KONAMI. MGS1 was already released on PC.

Fun fact, the PC version of MGS1 was published by Microsoft Game Studios. Kojima said he has thought about bringing MGS4 to the 360. But the storage space for blu-ray discs allowed him to go all out, and he would have to compress a lot of files to get the game on a few discs for the 360.

MGS4 on PC/Xbone wouldn't be a stretch.
