But I've been in that position, probably closer to your situation than you would guess, and I had to let the employee know immediately that we are coworkers and nothing more, and harassment will not be tolerated

I've tried being friends with coworkers who were in my same lifestyle and whatnot, and you really have to take it slow with being their friends because you never know if they are going to fuck up and rely/depend on you hoping you save their ass or show special treatment

I am a bit baffled as to why the OP didn't fire such a person on the spot. I work in corporate security and we coordinate directly with HR on a host of issues like this one, and everything the OP said is an HR nightmare.

OP I think your best option right now, seeing as you didn't fire the guy on the spot, is to go to HR and tell them that while you consider his actions to merit immediate termination, you chose not to take the decision on the spot due to fear of future legal action (Tell them you think that since he only told you think you don't have proof or something like that). They'll deal with it from there.
