Verizon doesn't even have a page for it...This should be unsurprising. They obviously want you to buy it through the carriers. A small batch was probably a condition for carriers carrying it, in addition to Google not subsidizing it.

The Nexus 4 and 5 were both unlocked if purchased through T-Mobile and Sprint (for the latter). I imagine the same will be true here.
I have doubts about Verizon, though.

It's really not outside the realm of possibility that they sold everything already. A couple years ago over 6000 Apple WWDC tickets were sold in under 90 seconds, and those were $1600 a pop. Google I/O tickets sold at a similar speed at $900 each.
