Please don't argue that we're all biased toward Sony and hate MS, the situation is entirely different. ROTTR was announced for PS4, PS3, and PC as well but two months later MS announced exclusivity. People were excited for the game but now those without an X1 (let's be honest who's going to want the last gen version?) won't be able to play it next year when it releases. Two audiences (Playstation and PC) were pissed off by the announcement.
From the start, Street Fighter V was announced as a console exclusive and is also coming to PC. The Xbox Audience wasn't promised anything.

I imagine it's the costs race, since in order to compete and be profitable in the AAA industry you have to spend large amounts of money to keep up. I mean SE as FF but that's almost become a curse for them in AAA space.
SF is however a very big oddity, It's certainly not the most expensive of games to produce and has the least expectations on cutting edge graphics due to large dedicated community. It's extremely odd they couldn't take a risk on even that.
