Well, as a bit of an exercise for myself, let me give this a shot...
Did I get that right?
I have no idea actually, I haven't checked into ALL of the mods yet, but...
1. Skyrim HD 2K (I meant this one, overwrites vanilla)
2. Terrain Bump (overwrite #1)
3. Better Dynamic Snow (overwrites vanilla)
4. Quality Snow HD (overwrite #1)
5. RIS - Real Ice and Snow (overwrite #1 and #2, do NOT overwrite #4)
Now when I have added the do's and don'ts to each mod we see that I can install RIS before QSHD and then it becomes.

And I have not started with adding SMIM or ELFX yet, and when I do, oh boy. Then we get the following JUST for getting along with BDS.
1) If you want Ruins Clutter Improved, install it first.
2) Install Better Dynamic Snow - if it asks you to overwrite shrinebase.nif from RCI, choose "yes" (as recommended by RCI author).
3) If you want, install SMIM. Let SMIM overwrite any meshes from BDS. SMIM may also ask you to overwrite a lantern mesh from RCI, so choose "yes" if you want the pretty new lantern mesh.
4) If you want, install ELFX. Let it overwrite all meshes from BDS (and SMIM if you're using it).
5) If you're using SMIM, make sure you download the SMIM-compatible meshes from the ELFX page and install those last - let them overwrite everything. It's also a good idea to keep an eye on the version numbers of ELFX and SMIM to make sure ELFX's SMIM meshes are up-to-date.
6) Make sure you activate any related plugins!
Ops, forgot Ruin Clutter Improved, I have that one to install also.
I LOVE Mod Organizer just because of this, I can just install everything in their own folders first, then slowly see one by one who should WIN and then expand it until I'm done a week later (maybe) ;p
To be honest, it is things/stuff like this that makes me not installing a few mods that actually looks interesting or just LOOKS GOOD, I don't want to have to think about this.
Sadly what mod should overwrite another is not always a finite answer it can also depend on preference, so Mod Managers can't handle these things automatically =( =(
What sucks in my situation is that I really don't think I have anything that should conflict with ELFX and cause my flickering, even if I got the order wrong. The trickiest part of this is when mods mess around with stuff they really shouldn't mess around with and don't tell you, nor is it obvious from the name/primary function. For example, the SNOW mod is supposed to just deal with the snow winds, but throws in snowflakes for no real reason. That one's a bad example since the author actually tells you, but far from all mods are that informative...
Yeah I have found out that more then a few mods mess with lights even though they do not specify they do. Turn every mod off and ONLY have ELFX on if it do not flicker, turn one more on and so on. *haha*
