They were presented as being fairly even before the time-skip, especially during Little Garden. It was more for comedic/banter though. Oda kind of tried to maintain the illusion back when they one-shotted a Pacifista, but I think he kind of gave up now.

Exactly this. If Sanji's timeskip training was so hellish, we should've seen some comeuppance of that by now. All he's done is have a life threatening nosebleed and get his ass kicked by Virgo. The only time I can think he actually used Okama Kenpo was after Punk Hazard when he cooked the feast that heals injury and fatigue, something it seems like he could've been able to do before training. He also used Sky Walk, something CP9 did ages ago.
We haven't even seen the damn guy for over a year. Sanji got shafted.

It will be the same for Moria when he returns. He actively hates Luffy but hates Kaidou many times more.

Yeah, it's super annoying honestly. Mostly because it becomes impossible for him to be around a female character now without it being super cringe. It should have stopped after the first two arcs of the Time Skip
