To be fair, Cloud, Lulu, and Snow were all designed by the same person.

And Lulu's design is worse than Snow's.

They were written by different people though, which contributes a lot to their appeal or lack of appeal. Also, the character designer had various levels of creative involvement; he was 100% free to do what he wants for Cloud and Lulu (especially in the case of Cloud since he was part of the writing team), but for Snow all he did was put the director's ideas into drawing.
