VII means more to most than the rest of the entire series. And rightly so.

Hell, that game since 1997 has carried the series, even just by mentioning its name.

FFVII carries a lot of weight with fans and creates its own wave of hype, but the general public doesn't really know it. It's mostly a way to capitalize on a product that has already proven itself.

The HD-2D lineup relies heavily—sometimes maybe too heavily—on recycling… but at least they do it well. And I certainly wouldn't turn down a Chrono Trigger HD-2D.

Of course, Octopath Traveler and its sequel were also original HD-2D projects, but after those and Triangle Strategy, the lineup shifted mostly toward remakes until Elliot came along.

That's why a title like The Adventures of Elliot is interesting: ever since Triangle Strategy, there hadn't been a new original project outside of remakes.
 
The cost of Forspoken relative to 16 makes no sense. In of itself, it's not that expensive compared to something like Concord. However, it would be like the new Onimusha having a much bigger budget than Resident Evil 9. FF17 should have the biggest budget of any other game they are making.

It makes a little more sense if you look at the credits of both games. FF16 was made by almost an entirely Japanese team. Forespoken had a lot of western folks + western consulting companies working on it, with the likes of Todd Stashwick, Allison Rymer, Bear McCreary, SBI Inc, etc. These folks are going to get paid the western American rate, not the Japanese rate. Time is also likely a factor. A FF game is a FF game. There are elements that are constant across these games so you don't need to spend time reinventing them. Forespoken I would imagine took more resources and time in pre-production to get it off the ground since they had to build everything up from scratch.
