I'm going to be called really shitty for saying this, but I'm pretty sure no amount of motivational speech is going to matter vs a local government agenda.

It's really shitty and I feel really bad for everybody who went there and just had to wait to hear "yeah this is a done deal, it doesn't fit what we want, come back and give us more money". You'd actually need something to posture against their specific plan and who knows what that is.
