Like most Japanese-developed games, there's a PSV (or PS3, or both) version for Japan and a PS4 version for the rest of the world. They probably wouldn't have bothered with a PS4 version if they didn't intend on releasing it outside of Japan.

I wouldn't go that far, but things have gotten better over the past few years or so. Still a lot of RPGs MIA from the PSone/PS2-era and outside of wishful/unrealistic thinking in the form of Kickstarters, I doubt we'll ever see the volume of games we had during those days.

Spike Chunsoft games have been localized by NISA (Danganronpa series), Aksys (Zero Escape series) and Atlus (Conception II, Attack on Titan).
