Wow, really? When did this change? I've always thought that a 5F startup meant it hits on frame 6.

DoA5 still shows it this way I think.
My guess is people prefer the first frame of active frame included in startup to make frame data easier to read, due to he clean zero. Since doing it this way it is: Stun-Startup >= 0 means combo potential.

Are there people still playing though or is it completely barren?

It's the only online EXVS game for PC IIRC.

EDIT: Installing it now. I ran the beta fine so I guess I should be fine with the final release too.
