Turns out that officer, identified as James Frascatore, has been sued four times, in separate ongoing civil cases, accusing him and other officers of using excessive force during false arrests,
Diggs said the officers involved, including Frascatore, lied under oath. Hines sued the city for false arrest and settled out of court for $22,500.
“He called me the n-word. He used excessive force for no reason, like he has a temper problem.”
Surprise surprise......

Why does it always take the police so long to release footage when they have it?
Also, saying race has nothing to do with it, but we're sorry it happened is the typical slap in the face. It's the police equivalent of the Hogan apology (I'm sorry! But...)

He could have been hacking identities with his phone.

Man, the cops unions are super powerful. How is this guy not fired already from his previous altercations?

You can bet when the cops do get punished, it's with a handshake and an apology that the liberals are forcing them to do it. "Sorry son, you know the rules. Once they put you on CNN we can't keep you around."

Also sad in the vid is people just keep walking by. Not sure if it's a New York thing or because they aren't surprised to see a black person face down and handcuffed by a plainclothes.

The NYPD doing what it does best. In pile of shit that is this country's law enforcement, the NYPD is always the smelliest turd.

Because there isn't much intelligence needed to becoming a cop.
Then again, if I was smart, why would I want to be a cop?

Does that count as a catch 22?
I just want to comment on this because in Canada, you're required to get a bachelor's degree before you can join the national police service. Now, this doesn't account for other regional police forces, but as far as I'm aware, they have similar educational requirements. Critical thinking is probably one of the most important skill sets for a police officer to have, and by keeping your standards so low, well, you get what you pay for.

Racial bias is the core issue in these cases, but I'd be willing to bet that better cognitive training would lower your rates of brutality.

I was thinking the same thing.

It's just a NY thing. Mind your business and keep it moving.

Here in the US, a person was rejected because they scored too high on intelligence tests. Ruling out of a federal circuit court in New York, ironically enough.

We prefer to go to court to fight for the right to ban smart cops.

edit: We also don't refresh the page after searching for and finding a story to insert into snarky comments

He looked like the least threatening black man on Earth when they tackled him. Rocking polos and chinos on his Dreams-Visions shit. Lookin up the next CHVRCHES album on Spotify. Just came back from sippin some green tea. Waiting on the wall to meet the young white man who taking his daughter out to prom.

How do you have FOUR civil cases against you and still get to keep your job?
In ANY OTHER field this dude would have been gone after the 2nd, if not the 1st major fuck up.

Not just still on the force...but in line for a promotion to detective

The cop accused of body-slamming former tennis star James Blake during a mistaken arrest has a checkered past that includes five civilian complaints in just seven months and two excessive-force lawsuits.
Officer James Frascatore, 38, joined the NYPD four years ago and was on track to become a detective despite his short but spotty record on the job, police sources said Thursday.
Last year, WNYC radio revealed the five complaints filed against Frascatore with the Civilian Complaint Review Board — noting that it was more complaints than get lodged against 90 percent of cops during their entire careers.

Are there any law enforcement agencies in the US that aren't shitty? LA is definitely still shitty but the NYPD is the smelliest turd.
NYPD and LAPD always been in a leagues of their own. If a black dude was the main dude in a shonen manga, LAPD and NYPD would be the bosses in the tournament arc

Looks about right..that officer is a hero. I'm pretty sure dude was recording some woman in front of him with the phone vertical. Between that, and making no eye contact with the officer? Had it coming..
That's... actually not as bad as I expected.
Truth is, when you're not expecting such a jolt (no matter how "little" it is), that shit can fuck you up plenty. I mean, forget the fact that you're just standing there relaxed, doing absolutely nothing wrong..

Those complaints aren't suppose to be gold stars. How is he still on track for promotion?

Haven't you seen Goodfellas?

"Everybody gets pinched, but you did it right. You told 'em nothing and they got nothing."

I assume his CO stuffed a hundred in his pocket after the first time as his "graduation present."

Blake's statement is on point:

Just before noon on Wednesday, September 9, 2015, while I was standing on a sidewalk outside my hotel in midtown Manhattan waiting for a car to take me to the U.S. Open, a plainclothes New York City Police officer tackled me to the ground, handcuffed me, paraded me down a crowded sidewalk, and detained me for ten minutes before he and his four colleagues realized they had the wrong man.

The officer, who was apparently investigating a case of credit card fraud, did not identify himself as a member of law enforcement, ask my name, read me my rights, or in any way afford me the dignity and respect due every person who walks the streets of this country. And while I continue to believe the vast majority of our police officers are dedicated public servants who conduct themselves appropriately, I know that what happened to me is not uncommon.

When this incident was reported in the news media, Mayor de Blasio and Commissioner Bratton both called me to extend their personal apologies, and I greatly appreciate those gestures. But extending courtesy to a public figure mistreated by the police is not enough.

As I told the Commissioner, I am determined to use my voice to turn this unfortunate incident into a catalyst for change in the relationship between the police and the public they serve. For that reason, I am calling upon the City of New York to make a significant financial commitment to improving that relationship, particularly in those neighborhoods where incidents of the type I experienced occur all too frequently. The Commissioner has agreed to meet with my representatives and me to discuss our ideas in that regard, and we very much look forward to that meeting.

Because the police force is inherently corrupt and has an us vs them mentality built in to it by propaganda, extremely poor training and massively institutionalized racism.

He was just standing there! There is no reason to throw him to the ground like that
