I'd expect the Royal Family could appear or be referenced in IW, but that movie is way too packed as it is for them to play a major role. They'll basically be the footnote of Phase 3, like Ant-Man in Phase 2.
Until there are casting announcements and sets being built, they aren't doing shit.
