Most likely yes? I mean if you ask them they'll probably answer that it's been vastly improved even though it probably isn't. Just like they did with Skyrim. I doubt it will be the go to option but Bethesda will insist it is.
You missed it. A month or two ago even. They confirmed PS4 was getting mods.
And curses to the pipboy app being out when the game launches. I'm so hyped for Fallout now I don't want to play any other game. At least the app would have given me something to mess with while I wait.

Man I hope they did, I always explore in 3rd person but have to switch into 1st for combat in Fallout and TES. I'd love to play it all in 3rd person.
Awesome, hopefully I don't have to wait too long after they release on Xbox to get them on PS4.

Don't expect a lot because console versions most likely are taking most if not all HW resources. Stuff like basic HUD mods, reskins of items if at certain resolution/size, small gameplay tweaks and such most likely get on consoles. Anything extensive or large remakes are out of question, very likely.
Also it will be Bethesda doing filtering.

Ah damn....so let's say someone makes a big MOD that turns parts of the game into a completely different looking game. Let's say they turn F4 into Skyrim....you don't think we'll see that on console?
PS4 version seems to be the one they're sending out as review copies, so I wouldn't be too worried.
Edit: NM, was corrected that the reviewer kit comes with all 3 versions apparently.

I really enjoyed having bullet time (modded Fallout 3 and NV) over VATS. Hope that is one of the first mods to come out.
How is that weird? It's the basic shooter config since the PS360.
I think F4 only slows down time in VATS and doesn't freeze it (or almost freezes it like in NV).
Really? Is that normal for when the Xbone version is getting all the marketing?

Holding down attack button with a melee weapon will do a charge attack. Just like in the previous Fallout games.

That's default with Xbox. Same with Halo and Gears, among others.
You're confusing it with PlayStation, which usually has the shooting stuff on their RB and LB equivalents (R1/L1).
