Holy shit, it might have been malware that was smashing my PC. I noticed the GPU load stayed at 90% even after quitting Fallout 4, which made me wonder if something was up. Scanned the PC, malwarebytes found two malwares and deleted them. Just rebooted the game with everything on ultra but god rays and lo and behold, 80+ fps in sunshine.
We'll see if the framerate dies again when there's fog and rain, but this is promising.

I caved, edited my max weight to 5000, Bethesda games bring out the hoarder in me something fierce.

I think you have to dock it at a station, by exiting the power armor next to a docking station, and then hitting "use" on the docking station to properly dock the power armor -- I think it can be raided of it's parts if it isn't docked (by the way, I'm basing all of this information of the Elder Geek review, apologies if some of this is incorrect).

There's a disc that installs the first 8gb or so but then the rest is a download.

yeah but if I remember correctly until you get realllly high level the hardest diff is only hard becasue it takes 236345635463456 bullets to kill something was hoping it was something they changed... I still wish there was an Hardcore mode I like that alot on New Vegas

Not sure if there is something weird going on with the PC version but the game keeps telling me to use the X button on the controller to interact with things when it should be the A button.

nope the build guide I posted a few post above said it really wouldnt be known until they work out the maths or if its in the SGuide...
but keep in mind.. there is no level cap soo you can get to level 400 if you want to lol... soo the more int the better I'd say...Ive decided like 10 times what my build will be but still not sure...ima go probably 5 or 6 int... because once you get to powerful you do have to put it on the hardest diff and even then its not really hard anymore..

So I'm connected through a VPN, and Steam should think I'm somewhere in Australia. However, the Pre-Load button isn't changing to Play.
I've tried changing my download region, and my store region. I've tried changing them back. Every time I change and log in, Steam downloads some kind of quick update but I don't get any other changes.
Am I missing something?

Make sure you check if you're logged in on any other system or browsers. If so, log out.

Log into steam whilst connected to VPN, browse the store.
Disconnect from VPN, browse store.
Reconnect to VPN, browse store.
Does anything start downloading?
Restarting the game fixed it.
We're not talking Dead Island levels of headbob, but for people like me who are affected by it it's noticeable enough.
