The card is structured how they normally say it. They announce the second runner-up, then the first runner-up. The winner is implied once they announce the runner up.

I think you're grossly underestimating the effort required for a Miss Universe/Miss America winner. I'd say it's actually pretty insulting, really, and I almost never watch these competitions.

Well, I've always been taught by my parents that Miss elections are basically just beauty competitions, not that there were duties related to it. Clearly it's more part of the culture in the US than it's in Europe, since I have no idea why Miss elections are that big of a deal.
You have to feel bad for Miss Colombia, it would have been the second time the same country was crowned the following year, the first time it was Venezuela, regardless, there have been way too many Latin American winners, it was time to crown someone from another region
