Read it again. Of course the framerate wouldn't be lower on the higher spec machine. It could run at 20fps on PSPoor though.
People are fearing the opposite. That PS4 versions will suffer.

Not for every game, look at what ND is doing with this anemic CPU as it relates to physics, draw distance and animations. That boost will prove pretty significant notwithstanding the other CPU boosts we may not be privy to.
As for the GPU, that's a pretty significant upgrade, about the 970's performance, you must be aware that the 970 run many of these consoles 30fps games at 1080/60fps on some pretty anemic PC CPU's. I think the GPU boost will be even better on closed hardware as opposed to a PC environment and so will that CPU boost as well. The upgrades listed here should prove very impressive in the right hands.
One thing's for sure, no more of that reprojection BS for the NEO, no more 900p games, all games should be 1080p native minimum. Perhaps Guerilla will give us a 1080p or 1440p version of Killzone shadowfall uprezzed tp 4k at a solid 60fps this time.

That would depend on the game .
For eg i can see all DICE being 1080p60fps on PS4k .
Certain game that frame capped like ISS or DC maybe also .
Game that have many NPC or open world game most likely will stick with 30 and better effect .

This exactly. Ironically the combined 360 CPU/GPU in the S model 360 was actually throttled last gen to avoid dividing the install base, as otherwise the combined chip would have better performance.
I've not claimed that it's rocket science, just said that most of us will have payed $798 to play the definitive edition of Uncharted 4. Can't count on everyone selling or needing the old console after upgrading, and if the price is cut on OG PS4 you might not get back even a third of the $399 payment so "PS4" will still end up being an expensive console if you went in day 1.But it will get some amount of money back. It's not rocket science.

Because a good chunk of people like their console for console exclusive titles (at least, for now, until more devs branch out to PC too). I'd jump to PC if I EVER got support from Nintendo on it, proper games from Sega (Yakuza etc), Square Enix's Japanese support and possibly other Japanese studios. This is just my personal reasoning but yeah. Plenty of reasons people don't go to PC.

Outside of a couple of first party games and some remasters, there won't be that many PS4K only games. Devs are too scared of a split user base, look at how long we had PS3/PS4 crossgen games after the PS4s launch.
Lack of exclusive games->Less of a reason to upgrade->Smaller install base-> Less incentive to make PS4K exclusive games. Repeat cycle until PS5
I don't know, this seems like a super lazy redesign. They are basically just using 14nm to cram some more CUs on the chip while simply OCing everything else. Those Jaguar cores are weak as hell, and a simple 500mhz OC isn't going to do a whole lot. NEO is going to be left in the dust if MS and Nintendo use a newer architecture. The GPU upgrade is decent, but the bandwidth bump doesn't really seem like enough.

I'm baffled with all these people who says "it's just like PC, why are you upset?". Well beside the possibility that games will not be optimized on OG PS4, on PC we can tweak the settings until we have the framerate we want. Do you have that option on PS4? No.

On the one hand it's not the general omg its 5 or 10 times as powerful. On the other hand the flop difference between the PS4 and PS4.5 is LARGER than the difference between the PS3 and PS4.

Again, you're not talking about console generations. Think 8 times or whatever the leap from the Saturn to Dreamcast or the Xbox to Xbox 360 in 4 years a piece at a minimum.
