Wouldn't the internet suck for people who can't read or speak English?

Is there a French neogaf? I want to prevent getting rusty and bringing shame to myself as a Canadian.

You could start with gamersyde.com , small but nice community. The site has both English and French versions, but I think the French one is more active.
The more popular ones are also more trashy : jeuxvideo.com, gamekult.fr, gameblog.fr ... There's a bit of everything there, including immature posters and console wars.
For very technical discussions, hardware.fr would be the way to go I guess, but I hardly go there.
As for myself I mostly go to neopf.com (in addition to gamersyde), which is also a nice small community, but more focused on Playstation stuff since it's originated from a specialized web site (playfrance).

The Internet culture isn't something native to the Anglo-sphere such as meme culture (feels weird to say "meme culture").

The younger generations can speak English throughout Europe by the way (assuming they finished school), including Russia. Some just don't want to engage in English even if they can, it's not that we have no choice.

The runet for example has its own memes. I'm sure people have seen ПеКа-фейс before particularly in gaming communities. I think it would be called "peka face" in English, It's sort of the equivalent of the Rare Pepe memes. They're trash just like the pepe memes are trash. http://lurkmore.to/ПеКа-фейс

Also Polandball - the balls that represent countries, satire of political issues of past and present, was about everyone making fun of our own countries and others in Europe that only Europeans would really *get* at the time. It's a meme originating from German speaking Internet for example and is now very popular in English Internet usage as well.
 
I don't know about less common languages but if my english classes at uni have taught me anything, it's that a lot of people never venture outside of the french internet and they still seem to have plenty to do.

I can't help but wonder how boring and bland the internet might be for people who can't understand all of it.

Seeing as how the majority of the people on the internet communicate in English, and almost all of the hilarious GIFs, memes, images, and weird lingo like "Thank you based God/Nomura/whatever name, are pretty much in English or are based on media that's in English, I can't help but wonder how boring and bland the internet might be for people who can't understand all of it. Does the non-english community of the internet have their own funny memes and things similar to us? I'm curious.

Yeah there is memes outside of the english world, some are rather good I think. My favourite meme (other than dat boi) is definitely chairo-mamerto-whatever it's called in Colombia

There are spanish memes. Knowing both languages expand the amount of memes I can laugh about; the amount of websites I visit. The internet must suck for people who onky know English.

There is a ton of sites, YouTube channels and stuff in my native language. I tend to prefer browsing English sites, but it is not because of lack of variety when it comes to sites made in Portuguese.

Well, tbf... half of (all) the internet is fucking huge. This would mean that the other half consists of all the other languages in the world to make up the 50% English has.
