We'll agree to disagree on that. Scarecrow was pretty cool in Arkham Knight, but it felt like his actions were more interesting than he was. Joker felt like the villain with depth and development in the game, which I guess plays to your point lol. If he's the only one that gets focus, how could he not be the best part? He's one of the two most Iconic DC villains. Nobody is Joker right now but he's still the main villain of their (current) second biggest franchise. Venom isn't Magneto but so what?

These days? Sure. All time? No. Harley is also toed the line of Anti-hero many, many, MANY times and even know is seen more as a Hero than Villain whereas Lex, like Joker, is just a straight up villain.

I'd say the Arkham games are what started Harley's popularity. She was was really popular even before SS came out. That's just made it worse.

That's a parallel universe, you might as well talk about Elseworld tales like Red Son if that's the case. Lex has been a hero at times, hell he still believes HE'S the hero of the story, but the vast majority of his stories involve villainy.

I'd also be totally happy with her being a Premier Skin as opposed to a unique character. I can take or leave Red Hood. I understand he's popular, but he doesn't appeal to me.
Again, how many LESS people would buy if Catwoman wasn't in over Vixen? Luthor AND Doomsday were just the big bads of the last Superman and Batman movie but where are they? Bane is in, why?
Modern DC is ABSOLUTELY for me because there's SO MUCH MORE put out than Batman stuff. Of the 5 DC Superhero TV shows right now only one is Batman. Popularity and money are in Batman/Joker/Quinn. I buy a comic and it doesn't have Batman's face on it and it's a good story. Why would modern DC NOT be for me just because I don't like Batman? What Batman fan that would get Batman/Robin/Joker/Harley/Ivy would go "I'm not getting it because it doesn't have Bane?". If it was strictly about money they would make a Batman fighter and call it a day but, no, fucking Cheetah is in the game. It's clear they want to put in some lesser knowns to get people more familiar with them but of course you need your heavy hitters and JL characters, namely Superman, Batman, Flash, Wonder Woman, Joker, Harley, Green Lantern, Aquaman, and Cyborg. Ivy was highly requested and Scarecrow has people hyped but could be DLC to entice players. You don't need 8 + a skin + what's SURE to be a DLC character in Red Hood.
Lex is still a villain in continuity. That'd be like saying "oh, Superman is a villain because Injustice", no, he's a Hero. IN THIS STORY he's a villain but if you ask someone if he's a Hero or Villain they would say a Hero. If you ask people if Harley is a hero or villain you're going to get a mixed response.

The guy who worked on the mobile game and leaked the roster said he saw Black Manta character art in the style of the rest of the cast, wearing a new costume. Maybe he's one of the first DLC characters.
