Billy graduated early in Zeo because he apparently had too many credits and he didn't know about it (surprisingly he's called smart but he didn't know how many credits he had). If I remember right, they straight up handed him his diploma and he just walked out. It's also a way to cut him out of the high school scenes.

The other Rangers graduated in Turbo.
