Sincerely hope SSB Goku and Vegeta aren't separate characters and are just kick-ass alternate looks/costumes. The SSJ3 attack can just be a kaioken attack.
Teams with different versions of the same characters are going to look goofy. Not to mention how dumb it would be if, say, SSJ Goku ends up higher tier than SSB Goku. At most, I'm only down for 1 more Buu and Adult Gohan after he gets his new shit in super.

Wait why would it matter?
A tier in list in fighting games shouldn't ever even consider canon power so if base Goku is stronger then Blue then no big.
That said I can kinda get why you think this way but given people can have the exact same team, so long as we can easily visually identify each version from the other it really isn't a big deal to me.
Now if it's Bone Claw and Wolverine from MvC2 type look then we have a problem.

Because it's just stupid and would make the game more similar to MUGEN trash. Considering we're likely looking at a low roster count and the game is 3v3, repeat characters are going to be a bummer. It's not like SSB Goku should be having a different move-set, either. Other than kaioken, which can be swapped in for the SSJ3 super, he's not doing anything substantially different in the anime.
Yellow to blue hair is a literal pallet swap. Bone claw at least had a few extra pixels of nail. Still stupid, though.
I hope we get another story level in DLC Pack 4, or that was a very underwhelming Season Pass for XV2.

You gotta figure that Future Trunks and an adult version of Gohan will be in the game along side blue versions of Goku and Vegeta. So those are 4 more Saiyan slots which is a lot when we have a roster of about 20. Piccolo is 99% getting in too.

You must not be familiar with Arcsys if you think they are going to have "clones" without fairly unique movesets.
Either way, a game without a playable SSJ Blue Goku, is going to be a game with one less character. This is a very different situation from creating a completely different character, so he's not going to be taking anyone's place.

Yep. One of my few gripes with super is that at times Goku is pretty much incompetent.
