A missile may hit land by "accident" or human error.

A missile alone malfunctioning and hitting land still wouldn't do it. No warheads would almost certainly mean no military action in retaliation, and these test shots don't have explosives.

Delaying the inevitable simply raises the casualty counts for when it really does happen.

Sorry but they have zero means of defense against anyone if they attack first. Their generals aren't stupid. It's provocation to get themselves in the news again. If they wanted war? They could have *easily* attacked any city they wanted with that one missile attack. What they ARE doing is reminding Japan they are capable of it. But again it's still not a war move.

But a lot of people are right though - we're all comfortably rationalizing the situation, but we're not the ones with a missile flying over our heads. Hopefully those that have been dealing with NK for ages understand what kind of dance this is.

At the end of the day you need to think very carefuly about your options. You can retaliate through sanctions and diplomacy or you can start a war that ends with hundreds of thousands of your fellow countrymen dead and an humanitarian crisis of biblical proportions.
