When processing a refund they have access to that data on my account and can tell if the item has been accessed and downloaded, they won't even refund an item when a download even starts and you never finished the download.
If they process a valid refund the credit just goes back into your PSN Wallet if you used top-up cards.

All that happened was I tried to launch the game and got an error message saying 'you do not have a licence for this' or something like that. If it had been a three month Xbox Live code that I'd already used, perhaps my account would have been suspended.
I resolved it with the key reseller, but those places are like the Wild West, or at least the Amazon. Anyone can sell keys there, and you have no idea where they came from or why they're so cheap.

This is what I was thinking. There are always 2 sides. I would think that even if it was legal for them to do this to the OP, it would not be legal for them to never state a reason as to why. Eventually if one follows the process long enough I would expect Sony would have to state exactly how the tos was violated at the very least. "You violated tos and we aren't gonna tell you why." it is just hard to imagine that will fly anywhere for long. If they have the goods on the OP they should share them with the OP when asked. If they don't, then they should restore the account. It really is very simple. Sony is being unreasonable if they truly won't provide a reason for the ban. If AI picked up something and say, banned the OP over it in an automated process, then AI would have kept a record of that and it should be easy to find.There is always a high probability that OP is leaving SOME information out, just like the last guy who posted something like this and it turned out they were sharing their account with like 6 people or something like that iirc.
Also my account was permanently suspended at the end of August and I had Astro Bot and Silent Hill 2 preordered with wallet funds and they still took the funds after the account was permanently suspended.

Specifically being told it was fraud but not being allowed to settle any debt to reinstate the account does remove the chargeback as a possibility.
I would also think that this removes the possibility that they suspected you of bad social conduct or cheating as that isn't fraud.
I think your guess about cdkeys is correct.
If they saw that many of the purchases that were being added to your account were reported/ seen as stolen, then they would take action.
If you can get confirmation of this and Sony refuses to do anything to reverse it, I'd go to cdkeys with a complaint

They get the key they pay for off Sony. So for example CDKEYS pay Sony €100 for a €100 PSN credit code.
So HOW THE FUCK do CDKEYS sell you that code at a discount. They're not a charity. It's dodgy money or laundered money through their service and every now and then it'll result in a charge back.
The vast majority of codes is probably laundered so like I said won't result in a charge back but that won't always be the way. Use your brain dude.
