It's a common question. I've never played the game, but apparently it's an oft-repeated backstory of every guard you speak to in the game.

It's even worse, you don't have to talk to them to hear it. Characters just blurt shit out when you walk by them so you walk through a town and hear the arrow story repeated over and over.
