Is there an order the Y's games need to be played in? Know next to nothing about them but looks interesting.

From a plot perspective, no since they're self contained and Origin is set a couple thousand years before Oath. From a gameplay perspective, Oath is "proper" Ys, and so is better to ease you into the Ys gamestyle (try saying that five times fast), while Origin is very much dungeon, cutscene, dungeon, cutscene and has multiple characters, only one of which plays like Adol. As from a "should you buy it" perspective, hold off: wait for the daily deals, we know Oath will be in an indie bundle, Origin may make a surprise appearance later on.
 
What about the DLC for SR3? How does it work? Whats this 13 season pack than the 2.99 stuff.
Season Pass is the three story-esque DLCs (Genkibowl VII, Gangstas in Space, The Trouble With Clones). When I got SR3 months ago, I got the game and the Season Pass for like $25 combined and don't regret it.

The other DLCs, except the Shark Attack Pack, are forgettable.

It's a bit weird that the DLC are only -33% when the base game is -75% (wait for the daily deal?) but if you're gonna buy SR3 ($12.49) + Season Pass ($13.39) for $25.88, you might as well buy the complete pack for 89 cents less.
