Yeah, they put it in a couple years ago after some bullshit a team pulled where they intentionally got a penalty to stop the clock so they'd have time to kick a game winning field goal. I want to say it was UCLA against Tennessee, but I'm not sure.
Edit: Yeah, now that I read Azwethinkweiz, I believe he's right that UNC was involved.
