His heel character was undermined by awful writing from creative. The two things that made him a heel were his wealth and his use of a manservant - however, he never used his money for anything beyond hiring expensive cars (and presumably paying Ricardo's wages) and, despite having a manservant, was shown multiple time to care about his well-being.

It's like creative forgot how to book a rich heel.
