Regarding regions, sometimes in the Steam thread I've seen people using the steamdb database. Basically you check the "Packages" of the game and see what regions are mentioned.
I have no idea what to make out of it since every region is mentioned but if you want to check for yourself this is the page for Saints 4.
On a side note, I can't confirm anything for SR4 key but in the last week I've bought GTA4 and LA Noire from Nuuvem and they both activated without VPN on steam. In the past I've only once had and unusable key and it was Inversion bought from Amazon.com.
Just because a seller is outside your region doesn't mean that you'll have to resort to a VPN but if you don't want to risk it I'll advise to wait a few days until SR4 comes out.

Yes, Appid 29296 is Saints Row IV (BR). From what I've gathered the one on Nuuvem should be Appid 28361 Saints Row IV Pre-purchase (ROW).
Nuuvem says the keys will be sent on the 23rd, as soon I receive mine I'll make an update here.

Looks like there's a Brazil-specific Steam version for Saint's Row 4.
Doubt it'll be ROW, If you look at the Metro Last Light page on Nuveem it specifically states it is for Brazil only. I assume this will be the same unfortunately.
Annoying too. I refuse to pay £40 for the PC version. It's just price gouging.
I preordered SR4 from Nuuvem as well so we'll see how it goes when the keys come out. If worst comes to the worst anyone know any free VPNs to use for activating brazilian codes ? Thing that has me worried is I realised it's Deep Silver releasing it and from what I remember things like Dead Island were VPN restricted as well (like for example I couldn't buy a code from amazon.com and activate it without VPN due to being in the UK)

Has anyone here made orders on Amazon UK since the changes to super saver delivery (using that method)? I've made two orders, and both seem to have taken/be taking an age to dispatch, whereas previously items would be in the post a day or two after.
Yup, ordered a DVD and it took six days to appear. Usually, their Super-Saver got to me in two days as I live close to their warehouse, but six days with 8 on their estimated? I feel they're starting to cut costs a little.

If it's any help then I ordered a cd last Sunday and it turned up on Wednesday. Not bad for free delivery.

I bought Steam keys from nuuvem and I didn't have to activate them by any VPN
It's entirely dependent on the game though. SR: The Third also had region locked codes. Had to use a VPN to activate the US key I got the from the Humble THQ Bundle on my German steam account even though I can activate US keys for other M-rated games just fine.
Isn't that because Germany has a censored version of SR3 or something. SR3 from humble activated fine in the UK.

well I bought SR:T3 from Amazon.com and I could activate it with no problems at all, same goes for the full package included in the Humble Bundle

Yes. Still, other games with censored versions in Germany activate without problems. SR3 did not. Hence: be wary.

I'd honestly be vary wary with pre-ordering Saints Row 4 from Nuveem if you don't fancy using a VPN. There is a Brazilian version in the steam db of both Metro Last Light and Saints Row 4(Both Deep Silver published), and Nuveem was selling the Brazilian version of Last Light. That suggests SR4 will be the Brazilian version too from Nuveem.

Well, steamdb had an entry for a worldwide (ROW) key listed as "preorder" so it kinda makes sense.

Anyway I emailed to cancel, then saw the forum post and emailed to ask if they would consider not cancelling. I got an email at 2am Brazil time(!) telling me it was ok, they understood.
That's pretty awesome customer service. 2am!
I noticed, had preodered ToX, something went wrong with payment, still don't know what, and thehut is so inflexible concerning that, had to do new order altogether, not only lost my 10% discount, but paid 7£ more. That's how I noticed. FFX and X-2 prices are beyond ridiculous too.
Heh I just put in a new order. Didn't think they would be able to reverse my cancellation. Hopefully they do mean this Friday and not next. Not that I'm to fussed either way. Still ten quid cheaper than here.

Every time I'm reminded of this I have to laugh. Honestly don't understand it. Would almost be like selling a console without its power lead.
Attempt to keep costs down. I bet the charger costs them like £2.
