Combat has always been mediocre in every 3D GTA game and it is one of the main reasons why I never finished GTA IV because of the later missions becoming impossible with the FBI and SWAT teams.
I am glad they became better in both RDR and Max Payne 3. They learned from their mistakes.

I googled it, and according to the Urban Dictionary, it's Scottish slang for testicle. So it's basically what everyone thought it was and not something that you have to be Scottish to get like some previews were saying.
