Having some knowledge of the "Nintendo universe" does not mean one can determine the value of a character.
For most rational people, I imagine it's some combination of the character being unlikely to get playable representation due to relative popularity, relative closeness in comparison to Nintendo's "core" franchises, or for representing a genre or game mechanic that doesn't reasonably translate to Smash's gameplay due to issues in mechanics or technical capabilities - all while still being popular or recent enough to warrant some representation in Nintendo's premier crossover.
Of course Sakurai's thrown us for a loop before, so it's not like anyone's saying anything with absolute certainty.

I'd argue Wario and Diddy Kong, but semantics.
That was more of a principle regarding character skins etc. Doesn't necessarily have to be about Daisy.
With that said I'd argue that they probably only see Daisy like that (as a skin with no actual personality or "character").
I'd be okay with it, though I'd prefer Peach having other skins like her sports gear, shadow queen etc. The concepts of using a dif character as an alt is still meh.
The only Mario game released between Melee and Brawl's planning period was Sunshine, so there wasn't much of an incentive to give the series a new character. Since then, there's been a bunch of New Super Mario Bros. games, Galaxy, Galaxy 2, and 3D Land.

I consider Donkey Kong its own separate thing so I wouldn't call Diddy a "Mario" character, but I can kind of see the argument for Wario.
(Are we allowed to talk about that character without spoiler tags or is it just when relating it to a certain game?)
I guess Rosalina is a possibility given how she never had a "chance" for an appearance in Smash; the releases of Galaxy and Brawl were very close which probably kept her out.
