Well, all of the trailers they released so far seems to imply exactly this being a thing. This version of M mentions that MI6 gone soft and even acknowledges that Bond's attitude to rules and authority is one of the reasons why she wants him in 00 program. Everything so far seems to imply she wants people who will get things done and follow their instincts rather than red tape guys who blindly follows orders

Half-right, M was played by a woman in the movies for 17 years (1995-2012). Since then, M has been played by a man (Ralph Fiennes).

I do like his "St. John Smythe" codename reference in this one (the fake name he uses at Zorin's club in A View to a Kill, my favorite of his fake names).
