I can't say for sure whether or not the game, or any game on Dolphin, can be played with mouse and keyboard. I've never tried it. I'm using a Wii-mote and nunchuk to play RE4.

It has nothing to do with HDD speed, it's purely a console based limitation that has been crowbarred into the PC version.

No. I had the same problem. There is clearly a setting for it. It only shows up when connected to the HDMI TV though. You can change the RGB range there.
