It's hard to say that with Amare and JR taking up the minutes where Melo isn't on the court. They're scoring 1.033 PPP and giving up 1.098 PPP with Melo on the court without Chandler and that's an awful differential for a "superstar" regardless of teammates.

There isn't much talent on the team, but even in his best year ever (last year), xRAPM had him as a fringe top 50 player and that is the stat that best judges the impact a player has on his team.
