It means the Blazers won't be the 3rd in the West even though they really had the 5th best record, for example. A few years ago the league made the 3 division leaders (ex: Pacific, Northwest, and Southwest) take the top 3 spots in standings; therefore, if a division was particularly crappy, they would still have a team at least place 3rd due to the nature of this silly rule.
