That's just not true. People hide the fact that they get turned on by cartoons. There's definitely a stigma on hentai in Japan.
There is a demand for this stuff though, and so an industry has formed to cater to it.

Animated media in general is more popular in Japan. Where's in the west cartoons are for kids, there's isn't that much taboo about watching animated media as an adult in Japan.
