They swooped in with some Hellicarriers in the middle of a disaster while the rest of the world was scrambling in panic, and then disappeared immediately after extracting the civilians- enough time to slip back under the radar by the time the rest of the world recovered from Ultron's tech attacks.

Coulson was slowly repairing SHIELD's falling out with the US by helping out Talbot, but I don't remember if they ended on relatively good working terms still, or if something like that face-changing agent breaking in and disguising as his wife burned that bridge and reset the status quo.
