They couldn't have. AMD doesn't have a custom RDNA 4 solution. It would have needed to be a discrete card which would be a much different proposition for the Steam Machine.It is a pity that Valve didn't go for the 9060, instead of the 7060m. Then, we would have had a machine that can truly punch above its weight. RDNA 3 is an anchor around the steam machine's neck.

Mark Cerny has specifically stated that everything they have worked with AMD for is meant to used widely for the entire PC ecosystem including Magnus devices. They are standardizing on hardware in order to make porting to PC much easier.
